Konselor adalah seorang yang mempunyai keahlian dalam melakukan konseling. Berlatar belakang pendidikan minimal sarjana strata 1 (S1) dari jurusan Psikologi Pendidikan dan Bimbingan (PPB), Bimbingan Konseling (BK), atau Bimbingan Penyuluhan (BP). Mempunyai organisasi profesi bernama Asosiasi Bimbingan Konseling Indonesia (ABKIN). Melalui proses sertifikasi, asosiasi ini memberikan lisensi bagi para konselor tertentu sebagai tanda bahwa yang bersangkutan berwenang menyelenggarakan konseling dan pelatihan bagi masyarakat umum secara resmi. Konselor bergerak terutama dalam konseling di bidang pendidikan, tapi juga merambah pada bidang industri dan organisasi, penanganan korban bencana, dan konseling secara umum di masyarakat. Khusus bagi konselor pendidikan yang bertugas dan bertanggungjawab memberikan layanan bimbingan dan konseling kepada peserta didik di satuan pendidikan (sering disebut Guru BP/BK atau Guru Pembimbing), ia tidak diwajibkan mempunyai sertifikat terlebih dulu.
